Hamas is expected to present a new ceasefire proposal during negotiations in Cairo, according to Saudi-owned newspaper Asharq Al-Awsat.

The reported framework includes a one-phase release of all remaining hostages in Gaza in exchange for a set number of Palestinian prisoners, a withdrawal of Israeli Defense Forces (IDF) to positions held under the last ceasefire agreement, a complete halt to military operations, and the entry of humanitarian aid into the Strip.

Hamas is also reportedly demanding a five-year ceasefire, backed by international guarantees.

The plan includes the creation of a technocratic committee to manage civilian governance in Gaza, based on an Egyptian proposal. Additionally, it would open the door to a reconciliation agreement with Fatah, Hamas’ long-standing political rival.

The proposal aligns with recent reports that Hamas signaled to Arab mediators its willingness to enter a long-term truce with Israel, committing to halt all military activities, including weapons development and tunnel construction.
